The LIFE initiative aims to equip a core team of knowledgeable instructors, known as the Core Facilitator Team (CFT) to coach staff from CSOs and government agencies – the recipient organisations – on a range of land-related topics. The coaching workshops in turn prepare the recipient organisations to share information with local communities in target villages. This is an initiative undertaken by a consortium of NGO's including VFI, CARE, World Renew, CCL, MCC, JVC, Helvetas, GAPE, etc who are involved with the Land Issues Working Group (LIWG). Development Partners such as FAO, Oxfam and GIZ are also involved.

This Project Manager position will be under the supervision of The Project Supervisor and based in Vientiane office with some travel to various provinces, under a local hire contract.

Responsibilities:

· Ensure, completion of activities in the project plan within the required time, cost and quality, also decision making on activity level issues

· Manage project staff

· Financial Management and supervision of financial procedures

· Create detailed activity and finance plans based on the LIFE project logframe and proposal

· Write financial and narrative reports, including compiling lessons learned, and project proposals

· Prepare and present at stakeholder meetings

· Develop and implement an M&E plan

· Coordinate and implement new media production

Qualifications and Experience:

· Min. 5 years experience successfully managing projects, preferably large and/or complex projects in a development context, including managing project staff

· Bachelor degree in development management, project management or related field

· Strong organizational, communication and staff management skills

· Excellent verbal and report writing skills in English,

· Self-directed, reliable, accountable, balanced decision making, effective in coordination and delegation;

· Interest in development work and strengthening implementation of land legislation

· Proficient in the use of standard office software.

· Verbal and written skills in Lao would be beneficial.
