Plan International UK is seeking an experienced external evaluator to lead the Endline Evaluation of a UK Aid-funded Girls’ Education Challenge programme in Sierra Leone: Girls’ Access to Education: Girls’ Education Challenge (GATE-GEC).
GATE-GEC is a 4-year, UK Aid-funded Girls' Education Challenge project supporting marginalised girls and children with disabilities in six districts of Sierra Leone. The project works through a range of activities at the individual, school, home, community and governance levels to ensure sustainable support for education in Sierra Leone for the most marginalised children. The project works with girls and children disabilities to enable them to attend school, reach their full learning potential, learn in a safe and inclusive school environment and successfully transition to further education and beyond.
Since the onset of the Covid-19 pandemic, GATE-GEC has undergone a project redesign to adapt activities to the current context and address the immediate education, health and well-being needs among girls and other marginalised groups. Our revised strategy is comprised of three activity strands that include Teaching and Learning, Access and Retention and Psychosocial Support Interventions. The three strands of activity work together to ensure girls and children with disabilities are supported to safely return and stay in school amid the Covid-19 crisis. The approach works at a national, regional and local level to support the ongoing educational development, health and wellbeing of girls and children with disabilities within school and community contexts.
Plan International UK is recruiting an external evaluator to lead a mixed-methods, gender sensitive and participatory Endline Evaluation. We welcome flexible and creative approaches that assess the impact of the programme, generate meaningful learning and include the voices of girls, communities and other key stakeholders while responding to the challenges of the current Covid-19 pandemic.

Plan International UK invites bids from Evaluation Teams with the experience and skills described in the ToR to submit the following application documents to gategec@plan-uk.org no later than 17.00 (UK time) on Monday 23 November 2020. Applications submitted after the deadline will not be accepted.
Applications should include:
- A technical proposal that includes the sampling strategy, intended methodological approach, proposed timeframe and detailed workplan;
- A financial proposal that covers all consultancy related costs (enumerator team, data collection, data entry, data analysis, administrative costs etc.) in PDF format;
- A CV of each of the evaluation team members detailing relevant skills and experience of no more than 3 pages;
- Two samples of relevant previous work;
- Two contactable referees.
