The Policy and Programmes Directorate supports our aims by ensuring that we deliver the highest quality policy and programmes. We constantly enhance programme quality and effectiveness, raise income from institutional donors (like the British Government), and drive change through setting and influencing policy agendas. Sitting within the Directorate, the Development Programmes Unit (DPU) supports Country Offices by helping them to design high quality programmes, and by raising the funds from institutional donors needed to implement them.

We are recruiting a Monitoring, Evaluation and Learning (MEL) Specialist to be part of a DFID-funded Girls Education Challenge (GEC) Leave No Girl Behind (LNGB) project. The project vision is for marginalised adolescent out-of-school girls in 11 districts in Zimbabwe to be able to reach their learning potential through accessing accelerated learning programmes and gaining support to transition to formal, non-formal or employment opportunities.

In the role you will provide monitoring and evaluation support, advice and guidance throughout the project. You will support the Plan International Zimbabwe team and consortium members in the establishment and use of efficient systems and tools and the successful monitoring and evaluation of the project. This will include effective management and analysis of all programme monitoring data, in collaboration with in-country teams and partners; coordinating the provision of quality reports, creative materials and other documentation for programme planning, M&E and learning. The role will also lead the analysis and dissemination of learning from project monitoring and evaluations to ensure adaptive programming and M&E processes, as well as dissemination of findings externally as well as internally.

You will have experience of establishing and implementing monitoring, evaluation, verification and learning frameworks, systems and tools within complex multi-country, multi-year development programmes, preferably focused on education and/or girls’ empowerment programmes. You will also have previously developed and participated in monitoring processes, at least in part in a developing country setting, and ideally based in PBR/results-based programming. You will bring exceptional quantitative and qualitative data processing and analysis skills to the role, including adapting/developing monitoring tools and surveys, and be able to communicate technical M&E issues and results effectively.

Although the role is based in London, overseas travel will be required for field visits.
